Strelka is one of Nizhny Novgorod's main natural landmarks. The area takes its name from its location at the confluence of the Oka and Volga rivers, which visually form an arrow ("strelka" in Russian). Throughout its history, the territory has undergone many transformations: Strelka was once part of one of Nizhny Novgorod's largest trading hubs, a major national port, and in recent years has evolved from an industrial space closed to the public into a contemporary natural and cultural cluster.

The redevelopment of Strelka began with preparations for the 2018 FIFA World Cup. At that time, most of the structures belonging to the cargo port were demolished. It was then that the delicate metal frameworks — the pakgauzy — were discovered, which are now one of the festival's key locations.
