The redevelopment of the Strelka area began with preparations for the 2018 FIFA World Cup. At that time, most of the structures belonging to the cargo port were demolished. During the process, delicate metal frameworks — pakgauzy — were discovered. These are objects with a rich history dating back to the late 19th century: they once served as supports for pavilions at the All-Russian Industrial and Art Exhibition. Since then, the pakhaus structures had been deteriorating within the port's hangars.
In 2019, INTERVALS introduced pakgauzy as a cultural venue, debuting with a light installation by Ivan Kabalin and Maria Olinenko. Since then, the Strelka area has been revitalized, and pakgauzy have been carefully restored and repurposed into functional, visually striking spaces for exhibitions and concerts. The architectural redesign of the venue was led by SPICH architectural bureau, whose work has been recognized with numerous awards.
